Employment demand across China's first-tier citiessuch as Beijing, Shanghai, Guangzhou and Shenzhensaw negative growth year-on-year for the first time, according to a report issued by the China Institute ofEmployment Research at Renmin University of China.

The CIER index, designed to monitor China's jobclimate, rose to 2.43 in the third quarter from 2.26 in the second, indicating continuous improvementin employment.

Urban resource optimization, a declining registered permanent residence quota andrelocation of outdated industries are the main reasons behind decreasing demand, said ZengXiangquan, director of the institute, adding the trend would continue.

中国就业研究所所长曾湘泉称，城市资源优化、户口指标减少、落后产业迁移是用人需求减少的主要原因。他还表示，这一趋势还将持续。

More job applicants are expected to flow to emerging first-tier cities, he said.

In the IT/internet sector, which saw the highest employee increase, employment demand inemerging first-tier cities and third-tier cities increased 121% and 82% respectively, muchhigher than the national average level of 60%, while demand in first-tier cities saw negativegrowth, with a fall of 2%.

在用人需求增长最多的信息技术/互联网行业，新一线城市和三线城市的用工需求量分别增长了121%和82%，远高于全国平均增长的60%，而一线城市的需求却出现了负增长，降幅为2%。

Employment in Northeast China saw and uptrend, with the CIER index rising to 1.42 from 1.33 in the second quarter. Employment demand in this region increased 57 percent over last year, much higher than 33 percent in East China.

中国东北地区的就业情况出现了上升趋势，CIER指数从第二季度的1.33升至1.42。而这一地区的就业需求比去年增长了57%，要远高于华东地区的33%。
