The double-engine, as its name implies, involves the simultaneous operation of two engines. This term has its roots in economics: on the one hand, bringing into full play the decisive role of market in allocation of resources, creating new engines and promoting mass entrepreneurship and innovation; on the other hand, bringing into better play the role of government, upgrading traditional engines and increasing supply of public products and services. China’s tax cuts add new fuels for the “double-engine”, which will support and sustain China’s medium-high growth.
